Biographic Data
James L. Julian is a Texas State General Certified Appraiser, TX-1320707-G, senior real estate appraiser and consultant with Lewis Realty Advisors. Born in Houston, Mr. Julian is a fourth generation real estate appraiser/broker. He attended Houston public schools and the University of Houston, and completed graduate studies sponsored by the Appraisal Institute at Southern Methodist University, Louisiana State University, and University of Southern California.
Employment
After serving in the US Navy (1951 to 1955) in aviation electronics as an air crewman, he received an honorable discharge. Julian began his real estate career with his grandfather and under the guidance of his uncle, C. Haynes Hurlock, Jr., SREA, SRA at Hurlock Realty Corporation. In 1961 Julian became a partner in the real estate firm of Hurlock-Julian and Associates as a senior appraiser/consultant. Julian founded his own real estate consulting, appraisal, and brokerage firm, James L. Julian and Associates in 1965.
Scope of Professional Assignments
The scope of Mr. Julian’s work includes the counseling and appraisals of commercial and industrial properties, special purpose properties, vacant land and residential properties. He has qualified to testify in various Texas and Federal courts as an expert of real estate values and has served on numerous occasions as a Special Commissioner for Harris County Courts of Law.
Julian began his real estate counseling career appraising Right-of-Way for acquisition of Interstate Highway 10, Interstate Highway 45 North and South, US Highway 59 North and South, Houston 610 Loop, State Highway 288. the Hardy Toll Road, State Highway 36, and the Union Pacific Railroad Corridor from the downtown station to the 610 West Loop.
He is a past instructor for the International Society of Real Estate Appraisers, the University of Houston, Lee College, and Houston Community College, and the International Association of Tax Assessors and has lectured for various seminars and appraisal classes. He is a past director of the Houston Chapter of the Society of Real Estate Appraisers and the Houston Chapter of the American Institute of Real Estate Appraisers.
Jim Julian has 53 years of real estate appraisal experience specific to the preparation of appraisals for eminent domain purposes including commercial, office, retail, industrial, multifamily residential, vacant land, and special purpose properties including the University of Houston, the San Jacinto Ordinance Depot, and a railroad corridor located along the Katy Freeway. These appraisals were prepared for the Texas Department of Transportation, the Metropolitan Transit Authority, the City of Houston, the County of Harris, and various companies, institutions and individuals.
